On December 18, 1998, the Prevention of Unionization Act (Ontario Works), 1998 came into force. It amends the Ontario Works Act, 1997, the government’s workfare legislation, and prohibits workfare participants from joining a union, bargaining collectively over terms and conditions, and striking.
The Act also provides that the Labour Relations Act, 1995 is not enforceable with respect to workfare activities since May 1, 1998. It deems void any decisions or orders and terminates any proceedings under the LRA in connection with these activities.
